First HOPE

First HOPE (Housing Opportunities & Prevention Efforts) is a HUD-funded Housing First program which provides rental assistance and supportive services to individuals and families who are experiencing chronic homelessness. The Housing First model is nationally known as a best practice for housing the chronically homeless. 

A housing assessment is required through All Doors Lead Home to be eligible for the First Hope Housing Program. Individuals and families experiencing homelessness in Lincoln can access the All Doors Lead Home Coordinated Entry system by completing an assessment at any of the Public Door agencies (including Matt Talbot). A current listing of hours and availability is available on the University of Nebraska-Lincoln’s Center for Children, Families, and the Law (CCFL) website.  

The All Doors Lead Home Coordinated Entry System is the City of Lincoln’s approach to organizing and providing housing services for people experiencing homelessness. Because housing resources are limited, this process is designed to ensure that individuals and families with the highest vulnerability, service needs, and length of homelessness receive top priority in housing placement.

Transitional Housing

Transitional housing helps individuals move from homelessness and addiction to a stable living environment. We have three transition houses - a 5-bed men's house, a 6-bed women's house, and a 7-bed men's house. To be eligible, participants must be experiencing homelessness and have a substance use diagnosis.

Participants engage in weekly counseling and case management sessions, and set goals such as maintaining sobriety, becoming employed, saving money, resolving legal issues, and transitioning to independent permanent housing.

Participants stay 6 months to 2 years, depending on the individual's circumstances. Participants are required to pay a $20.00 monthly program fee and volunteer at Matt Talbot.

Landlord Liaison Project

The Landlord Liaison Project (LLP)  addresses the critical need of finding affordable housing for clients of Matt Talbot who are given a high priority on the city-wide housing list. We can not take calls from the public to assist in finding housing. We use the coordinated entry system to determine who our housing clients will be and only take on new clients if there are openings. Through this project, we build constructive relationships with landlords to facilitate rapidly locating stable and safe permanent housing for individuals and families experiencing homelessness.   

Who is Eligible for the Landlord Liaison Project?

Only people who already have a housing voucher or other income from employment, Social Security or Disability are eligible. We do not provide housing or housing vouchers to anyone who is not coming from the coordinated entry list. 

How Can Landlords Get Involved?

Successful collaborations with landlords are a key part of ending homelessness in Lincoln. Currently, 54 property managers have partnered with the LLP by leasing housing units to LLP clients who have a permanent source of rental income and are receiving ongoing case management from a local human services agency.
